2002 Dodge Dakota no fuel

My truck will not start. There is no pressure at the fuel rail. I have checked all fuse & relays, even replaced the fuel pump. There is spark but still nothing.

Do you hear the fuel pump come On when key at run position-if so check the fuel pressure and then comeback with the pressure readings.
