2002 Dodge Dakota How do you know you need tie rods?

Are there any symptoms to knowing if you need tie rods. Bought new tires and were told that a new front outer tie rod was needed and therfore couldn't be aligned.

Jack up the truck, shake the wheel side to side, any play in the tie rod means it's worn, and needs replacement. Alignment CANNOT be set!
