2000 Dodge Dakota speeds up at idle or while on the road

while driving in the rain pulling a trailer i noticed my enjine would rev up . i thought maybe it was hydroplaneing a little and the enjine was compensating. but when at idle it would rev up a 1000 rpm or so by its self.

Has the check engine light come on? It sounds like a throttle position sensor, but I need to know about the light.
