It is a controlled vacuum leak, that's all, if you have something wrong with the throttle blade or any other vacuum leak it'll do the same, if not I would take it out and reset its motor, it usualoly requires cleaning the body hole it mounts in, but try unplugging it, and waiting a couple seconds, then plug it back in, all with the key on. If that doesn't work you'll need a DRBIII(R) to test or reset it, ok, a good generic scanner will work sometimes. Could have a wiring or computer problem, both IAC internal windings are grounded by it. If in find any bulletins about IAC problems, I'll remember and let you know, ok 58
It may be the wrong part. See if it pulls in and out ok, install it completelyb extended into its seat on the throttle body, keep it unplugged, and see if it has any affect. The TPS may be bad, causing it to fluctuate also, see if both can be monitored, and changed useing a scanner. pain
