Is it possible that a fuel filter could cause startng troubles? We have a new battery the truck turns over fine, it just doesn't want to fire right away. Did notice that when tank is full it seems to start fine.

It's possible, yes. The filter can become clogged, restricting the fuel supply. It could also be the fuel pump going bad.
