I have a 1998 Dodge Dakota. I noticed a chemical smell

from the air conditioning prior to problems. It acts like it

doesn't want to start as the engine is very loud.

Overall it just froze up. Is their a way to bypass the

air conditioning to get my truck running properly again?

IS the ac the problem or is the engine no longer starting? If the compressor locked up, you may be able to remove the compressor, get a belt for the vehicle without AC and rerout it.
