I need to replace the drivers side fog light assembly (not just the bulb) in my 1998 Dodge Dakota. How do I get to it?

You can access it from behind the bumper.

I don't have to take anything off to access the 2 bolts that hold the fog light on? Your saying that I should be able to get to the bolts without removing anything?

To the best of my knowledge, you should have access unless there is something there that I don't know about. I've done this a couple times and never had trouble. But keep in mind, I'm not there to see what you see, and there are variations to a lot of things.
