1997 Dodge Dakota Loud squeal

when i start the truck sometime i have this loud squeal that doesnt stop. I have replaced two pulleys the idler and tensioner and it still sqeals. The speedometer and odometer dont work sometime untill i hit the top of my dashboard. Sometimes the squeal stops after i hit the dashboard and the speedometer jumps up. Could there be a connection between the two?? thank you

Look for a short that might be affecting the alternator, If the other pulleys have been replaced.
