1996 Dodge Dakota p/s rack dust boots

1996 Dodge Dakota 6 cyl Two Wheel Drive Automatic

my rack boots required replacement. After my attempt to replace them myself, something is wrong. One of the boots swells up like a balloon and the end of boot where it's clamped tucks into itself. any idea what is wrong with it or how to go forward with this repair. I replaced the p/s pump and the drive belt after the belt broke and pump was damaged. Boots were worn and cracked, so was replacing them while into the system. any help will be appreciated.

Is it filled with P/S fluid and if so rack no good , need to replace it
