1995 Dodge Dakota How do I tighten a timing belt?

I just replaced the timing belt on my 95 dakota and it runs fine ideling but it looks like the timing belt is loose and when I put it in gear it acts like it's about to stall. I think it's just a lose timing belt.

How would I tighten it?

When installing belt make sure it is tight on long run from crank to cam all slack on tensioner side. Then rotate tensioner 15 DEG past horizontial see diagram
