Is any amount of run out or wobble acceptable? All the other pulleys have no visible wobble but there's about a 1/16 in. Movement visible at the crankshaft pulley.

Are you having problems with belts coming off or wearing out too often? There is no spec for run out but obviously you should have none. The balancer is mounted in rubber and over time you will get some variances, if its causing you some problem or it seems to get worse then replace it.

I just bought the truck about a month ago. It had a new belt installed. My main worry is will this damage my crankshaft bearings? Or cause a timing cover oil seal leak?

If the balancer is solid, but moves in and out with the engine running, it's the thrust bearing which is one of the mains.
