1993 Dodge Dakota Heater Fan not blowing

I just traded for this truck and the heater fan will not blow. I have replaced the motor and am getting power to it but it will not spin. Could it be the fan switch at the controls or???

Let me clarify a point here. Do I understand correctly, you are getting positive and negative power at the blower motor connector? If yes, it has to be the motor. Please advise, Jim.
