1993 Dodge Dakota blower motor

Heater problem
1993 Dodge Dakota 6 cyl Two Wheel Drive Automatic 90, ? miles

Fan motor control would operate on low and medium speed, not on high. Replaced entire dash control {slide controls, fan speed switch, a/c button } all one component. Also replaced fan motor. Now I have power to the fan motor but motor will not turn. With ignition switch on I have power to the green wire AND the black wire..... fan will not turn, if I ground the black wire with a jumper the fan will spin, however, I have no control over fan speed. It is in effect Hot all the time. What can I be missing?i

Inspect and test the blower motor resistor
