What could be causing a 1989 Dakota to fail emissions? Also, the Air condiioner doesn't work at all. How do I fix it?

On an 89, you should do a tune up an oil change and all the filters. Before you go for the sticker run the car to full operating temp. Then leave it running till it's in the test bay. I assume it failed due to hydocarbons?
