1993 Dodge Colt Steering Wheel Alignment

Steering problem
1993 Dodge Colt

I recenly changed my tie rod ends and did the best job I could of replacing them by counting rotations during removal of older ones. Steering wheel is now cocked slightly to the right, more than before. How can I re-align steering wheel. Front end alignment?? Or readjust the tie rod ends?

Even with a tape measure it would be shaky at best.I would at minimum have an alignment shop "center the wheel and set the toe" If it has been a long time since it has been aligned, may want to go for the full alignment. These measurements are in 100ths of an inch and it is hard to set them without the proper equipment
