Engine fans not working

Have 1997 dodge caravan mileage 100,000, automatic trans, 4 cylinder 2.4 eng. Engine fans work when hot wired, fuse is good ---have checked engine temperature sensor with ohm meter when engine is cold I get reading of 9,700 ohms, which according to repair manual is good between 7,000 to 13,000 ohms. When engine is hot according to manual it shud read between 700 and 1,000 ohm, when I tested it I got reading of 1,080 ohms, does this mean that the sensor is bad and shud be changed, because of this showing a little over the ohms? And if not what can I check next that mite be causing my problem. Any help would be appreciated,

Are u getting direct power to youre fan, or is youre fan working. If so you could have youre fan relay is no good.

The fans do not work on its own only when we hot wire them. Does the last sentence mean if the fans dont work then what we mite have in a bad fan relay? The sentence is sort of garbled. When we hot wire the fans they will turn on but otherwise when the van is running, they never turn on and the engine will overheat eventually.
