we are able to put the key in the van.. and it makes the sound as though the key is in.. then it will not allow us to turn the key.. it is hard... it is like when you put the key in but the car is not in park (but ours is) or the steering wheel is not locked. The key will not turn over.

Very common for it to be cylinder lock to be bad
my advise is to get a help from a locksmith
use the old key to code the new cylinder lock
