2005 Dodge Caravan Heat not coming on and temp guage fluate

Heat takes a long time to come on. the temp guage fluates a little also. when the guage goes up the heat comes on. when the guage goes down the heat goes off. the guage fluates continuously. I have checked the antifreeze and the radiator is full. I recenty had the water pump replaced about two months ago.

Suspect thermostat

check coolant temp in the radiator
and or remove and replace thermostat as 1st step
