Are you able to crank the engine? As far as the shifter, there is a switch on the transmission that sends a signal to show you what gear the transmission is in.

When the key is in the ignition you can tell what gear it is in but it wont go into P or N -- can't crank it over but when it does go into P or N it will start --you shut it off and then it wont go into P or N again? Could this be part of the anti theft system?

I don't think it has to do with the anti theft. It sounds like there is a problem with the park lock solenoid. This may sound really stupid, but are the brake lights working properly?

I realize that sounded like a stupid question, but the park lock solenoid is actuated by the brake light switch. If it is bad, it won't come out of park. The last things left are the park lock solenoid itself or a wiring problem to it.
