My van won't start. Has power, but won't turn over just clicls once.

Sounds likt the starter or could even be the key ignition but really sounds like the starter

Have the starter tested at the parts store. Is the battery fully charged?

Thank you for your responses. I know nothing about cars. I THINK the battery is fully charged. Would all of the lights and everything work if it wasn't?
