2004 Dodge Caravan brake pedal will not go all the way down

my brake pedal will not go down with out using both feet. and when do use both feet it moves about an half an inch. it is really stiff. i am able to shift between park and other gears with no problem. but i as soon as i shift out of park into any other gear the car starts rolling and its hard to push the pedal to stop it. what could be wrong ?

sounds like your brake booster isnt working properly, no vaccum assist at all? is it impossible to put down the pedal? or is it like old manual brakes on the older vehicles?
