2003 Dodge Caravan Thermostat won't get off cold in very co

While driving our 2003 Grand Caravan EX in very cold temperature, the temperature guage will not move off the "C", thus making it impossible to heat the cabin. However, when the ignition is turned off, the temperature guage beging to register an acurate reading.

after ignition is off and gauge reads if van is restarted do you get heat?
