2003 Dodge Caravan no start

I have replaced the IAC and the temperature sensor and my van will not start below 40 degrees

Will it start if while cranking stepped on gas a bit?
If so check IAC circuit if not, check it for tune up.
Check if coil have a nice blue and strong spark.
Check fuel for contamination and check fuel pressure.

Did he checked for codes?
Does he have a scanner tool that he can check PCM data?

Yes, he checked for codes and not one code came up.
Also there was no check engine light on.
He checked for a bad O2 sensor and on the scanner the pre and post O2 sensor. The pre O2 sensor came up all 0's were the post O2 sensor fluctuated with numbers. So he replaced the pre O2 sensor and it started up right away, but now the check engine light is on! So we now have got the van running, but the check engine light is on. Do you think the post O2 sensor is bad also?

Replacing just one O2 sensor may cause a fault readings as old O2 maybe slow to respond.

First I would do is check for codes.

Just wanted to tell you how helpful you really are. Yes, the O2 sensor did finally go off.
The code that was taken prior was P0139 and after replacing the O2 sensor is now P0172. So yes it was a delayed, but the check engine light did go off.
Thank you for all your help! I would recommend you guys to anybody.
