2003 Dodge Caravan Fan works on High only

Have a Dodge Caravan, 2003, and the fan for the heater/A/C only works when I put the fan on High. Not sure what I should be looking for. Is this the fan motor itself or the switch controlling the fan motor speed.

Neither I would have to say, sounds to me like hte blower motor resistor is bad and only time it works is when the high current goes through it, but it stops the weaker ones.
