My van does not have cruse control. My question is can I have cruse control put on.

Yup. You can order the kit from the dealer. Unless things have changed after 1999, it will include the servo, a different brake light switch, a new steering wheel with the switches, and a clock spring. The clock spring is a wound-up ribbon cable in a plastic disc under the steering wheel. To save money, it has just enough wires for the horn and air bag. The cruise control switches need two more wires so the clock spring has to be changed.
