2003 Dodge Caravan belt squeeling with new belt and tension

2003 Dodge Caravan All Wheel Drive Automatic

I just had my serpentine belt and the tensioner replaced. All the noise and squeeling stoped until the other day when it began raining heavily. I am now hearing a faint squeeling again. Is this normal?

There is a plastic shield that is to prevent water from hitting the belt under the car. Make sure it isn't damaged. Now that the vehicle has had a chance to dry out, has the noise gone away?
