2002 Dodge Caravan Instrument panel lights

The instrument panel light is not working. The gages all work but the light does not. Would it be the fuse or is the light burned out? I looking in the fuse box inside the motor compartment and couldn't find a fuse for the instument panel or the light in the instrument panel. Where would that fuse be located?

underneath the steering wheel to the left. check your dimmer switch too, it could be all the way down, or faulty
