2002 Dodge Caravan Hard to move the stick

If I started the car then I want to move the stick from Park to Drive, it is hard to move so I need to push a couple times brake pedal and turn the steering to release the stick. What is the problem with it?

Are the brake lights working when this happens? The park lock solenoid is actuated by the brake light switch.
