My Check Engine Light came on tonight and the code it is giving me is P0700. We were just driving down the road with no problems and the Light came on. The transmission is not kicking down. It drives at high RPM's and doesn't kick down. Any ideas of what it might be?

You have that backwards. High rpm means the transmission IS kicking down. In fact, it's going into second gear. That's "limp-in" or the default mode when a problem is detected by the transmission computer. It will stay in second gear until the ignition switch is cycled off and the engine is restarted.

Code 700 means a fault code is set in memory in the transmission computer. That's why the transmission is stuck in second gear. Your mechanic will have to connect a hand-held computer to access the transmission computer and read the diagnostic fault code(s).
