The heater fan runs on high speed, but will not run on any of the lower speeds. I have checked the fuses, and they are OK. I notice there is a Front Blower Relay in the fuse & Relay box. Could this relay perhaps be the problem? If that relay is not too expensive, it might be worth worth a try for me to "shotgun" my problem with a new relay.
