I have a Dogde 2001 grande caravan. When I am on bright the left hand light is on, while the right side is off. When on low beam the right side lights, while the left is off. I changed the bulbs as well as the sitch in the steering column. I also replaced the relay. What else could it be?

Check for a bad ground wire
its in the wiring
