2000 Dodge Caravan turn signals and 4-way flashers

Turn signal lights and 4-way flasher lights are lit, but do not blink. Green wire on one light broken, but replaced. All bulbs correct and lit. Turn signals do not flash and 4-ways do not flash. Why?

Replace the flasher unit inside the junction block
