Hi TUBEMAN25. Welcome to the forum. This is caused by worn solenoid contacts in the starter motor. The plunger contact washer gets wedged between the two side contacts and has to be pried out. You can do that by removing the three small bolts on the cover. Of course the battery is disconnected so the motor isn't spinning and the pry bar won't arc to the case.
The contacts can be replaced separately, but most people just replace the entire starter. The much more common problem is an intermittent no-crank condition. This pertains to the little silver Nippendenso starter.
