Hi Jeff,
It is possible that when they replaced the Tensioner Pulley the tensioner went bad especially if it hasn't been replace before.
Take a look at the tensioner while vehicle is running if it is jumping around a lot then I would replace it. And you can ask the garage if they will take the pulley they just put on off and place it on the new tensioner and give you credit for the pulley. Cause the pulley on the new tensioner can be boxed and sold since it is still new and never used.
