I am trying to take the rotors off this vehicle the nut is off infront off the rotor but I can't get it off how do I take it off

Get some penetrating catalyst such as PB Blaster,

found in chemical aisle og any auto parts store. Spray liberally around the axle bolts, around the hub ring where it meets the rotors, and also from the back side of rotor. Wait about 5 mins for the catalyst time to neutralize rust, and hit the rotor with soft face hammer. It should fall right off.
