HVAC door actuator?

The recirculated air won't engage. I push the recirculated air button, it lights up, but no change.

I believe there's a fan that comes on that sucks air from the inside of the car to recirculate. I can hear that running. It doesn't shut off when I turn off recirculate.

This issue is what is called the fresh air/recirculation actuator. Basically it switches between the two positions.

Here is a guide that will help with replacing these actuators. This is a blend door but the process is the same just a different position.
