None of the power outlets work in my minivan. The owners manual shows no fuse for them. What should I check?

Hello, my info shows the cigar lighter/accessory relay in the power distribution center, under the hood. The voltage to the coil side of relay is ignition feed, goes hot when you turn on the key. The voltage to the switch side of relay should be battery feed, hot all the time. Check fuse 4--20 amp in the power distribution center.
