I had a mechanic hookup a fuel pressure tester to the fuel line, started the van up an it read around 50 psi the needle was shaking side to side, specs say for flex-fuel between 50 and 60 psi, we turned the van off an the pressure dropped slowly down to around 38 psi all in about 5 mins?

I'm not sure what you question is. Pressure will drop at shut off, but will jump to normal when you turn the key back on.

Is there a driveability problem?

Yes there is a driveability problem, acceleration sucks big time, loss of power, slight hesitation, I recently had a fuel filter thrown on, spark plugs and wires. My phone# 225-364-2764 ask for Thomas.

Thomas, I'm sorry but I must have all conversations via this web site. Regardless, have you had the computer scanned for trouble codes? Also, does the exhaust seem like it may be plugged as a result of the cat conv?

Check both and let me know.
