2000 Dodge Caravan Brake light problems

2000 Dodge Caravan Two Wheel Drive Automatic 145000 miles

we have checked the fuses, changed the switch under the brake pedal but the brake lights still don't work (tail lights and middle light)

there is a left right combination relay in the left rear quater panel, test them to see if they are good
