1999 Dodge Caravan wiper won't move

I can hear the motor running for the wipers but they will not move, i mean, if i put it on intermittent, i can hear the motor running intermittently. Sometimes when they do work, i can't get them to shut off.
What's wrong here?

If you hear the motor running, I would start by checking the linkage under the cowl (at the base of the windshield) to see if anything has come loose.
