Can you tell me if a 1999 Dodge Caravan has a temperature switch and if so, where? The radiator fan will not go OFF (even with the van OFF) and we replaced the coolant fan relay and temp sensor and it still won't go off. If you do know of anything, could you please send a picture of diagram. Thanks for your advice!

There is no switch, just the engine coolant temp. Sensor and the relay. Most likely the PCM is faulty or the fan motor itself

What is PCM? Where is it located and how do you test it or know if it's faulty? Also, do you think it would be the fan motor if both of the fans are on and how would we test it or determine if the motor is indeed the problem? Thanks again for your suggestions!

If both fans are on then no, the fan motors are not the culprit. the PCM , aka powertrain control module, is the main computer of your vehicle and is part of what sends signals to the cooling fans to turn then on/off. it is located at the left fender side shield, pic below. unfortunately there is no real way to test this, swapping it with a known good one is the best can do.
