1999 Dodge Caravan Tappet Noise

My 80 year old mother owns the car and it makes noise at start-up which goes away after about 3 miles. She said that it does not always do it though. Small shop mechanic is telling her that it is tappet noise and needs to be repired. What do you think?

check oil and change it if needed
also they had mounted an vacuum/air pump
that may make that taping noise also its at front right side check it out
