1999 Dodge Caravan scrubbing/rotation sound

Seems to only make scrubbing noise[drivers side] while coasting as opposed to braking or accelerating. I suspect this could be worn rotors since pads are good but have experienced some Speedometer problems also. Have recently changed the transmission speed sensor but the ABS light came on once as well. Checking to see which Items I should replace first? Rotor? ABS sensor? Caliper? Brake hose? Speedometer cable?
