1999 Dodge Caravan Not heating up properly

Hi Guys,

My 99 Caravan takes around 15mins in cold weather to see the water temp go up.When it does it throws of heat which i know should be more hot.Any idea what it could be??, everybody is telling me it is the thermostat.
