1999 Dodge Caravan noise when I turn the wheel

First, does the caravan have a belt for just steering or is it part of a serpentine belt? Second, assuming it is related to a belt, approximately how much should it cost to have repaired and about how long should the work take>

The steering pump is run by the serpentine belt. A noise when you turn the wheel is more likely coming from the pump itself. I assume you've checked to make sure the fluid is topped up. If so, it might be time for a replacement.
