1999 Dodge Caravan Brakes won't stop van

Brakes problem
1999 Dodge Caravan

The brake pads and rotors were replaced, bled, and good fluid put back in. When on jack stands applying the brakes stops the wheels right now. When rolling they are very slow to stop the van. The brake will not lock up even on a dry sandy road. The peddle does not go to the floor and it feels like it is working properly. Please help..

Are the rear brakes properly adjusted?

yes they are, it turned out to be that the master cyclinder had been over filled and back feed the brak booster. thanks
