1998 Dodge Caravan Throttle Problems

When in drive the gas pedal cannot go all the way down. Seems like something in the engine stops it from doing that. Yet in reverse or neutral the pedal can travel all the way down with no problem. Any ideas what the problem could be? Thanks!

Have you checked to make sure the linkage isn't blocking the throttle cable?
