1998 Dodge Caravan replaced under dash fusebox

1998 Dodge Caravan 6 cyl Two Wheel Drive Automatic

The windshield wipers on my van would not turn off I checked and found power to them all the time from fusebox under dash.I replaced fuse box with a used one from same year model van with all numbers matching. Now everything on the van works correctly but van will not start. Could this have to be reprogrammed? I am at a loss !

Did you have the battery disconnected, do you have any security system, and have you tested the fuses in the power center fuses, fuse 23, a 40 amp fuse is used for starting, test all the fuses in the other fuse box, use a test light, ok.
