1998 Dodge Caravan 6 cyl Two Wheel Drive Automatic

changed the timeing belt on my carvan relized it jumped time . 1, the front cam is on the timing mark,back cam is off the mark. 2, can i move the cams individually by hand to get it on the mark. if not can you tell me how to time it . thank you alan corr
