Emergency brake handle broken?

The emergency brake handle/cable broke after I'd already engaged the emergency brake. The car will not move due to the brakes being engaged. The repair for this is over $200. How can I release the tension on the spring so the emergency brakes disengage?

There is a lease mechanism under the dash on the parking brake actuator foot pedal. You must release this level to undo the parking brake. Here is a diagram to help you see what I am talking about.
